## Reasoning loop

Each agent cycle:

1. Cron at top of hour fires the Worker's `scheduled` handler.
2. Worker lists registered agent addresses from KV (up to 25/tick).
3. For each agent, the Worker loads state, builds a context, and calls Kimi K2.6 with the 21-tool catalog.
4. The model emits up to 4 action objects: `{ tool, params }`.
5. The Worker dispatches each action — HTTP for off-chain tools, prepared-contract-call payloads for on-chain tools (the agent's own wallet signs and broadcasts).
6. State is updated with completed tools and persisted to KV.

## Safety

The runner refuses tools marked removed. It refuses to dispatch to NWO-ASM substrates labelled `ROADMAP` (photonic, neuromorphic, dna, crystalline). It will not help one agent override another. Proof-of-Inference re-verification gates any METASTATE claim that flows downstream.
